I would advise against buying an email list. People who may otherwise be interested in your product will not favor this approach but those same people may voluntarily give you thair email addresses.

How?

If you have your own website you could try collecting "opt-in" email addresses. Offer them something in exchange for their email like a free sample or course or download or something related to your product. They will gladly sign up and then you could have your own list.
